Book Description
City, county and school district elected officials annually deal with multi-million, sometime billion dollar budgets. But many have little, if any, knowledge about local government financial matters when first elected. Written in an easy to understand style, this book provides beginning and seasoned elected officials and public administrators with the fiscal awareness to confidently make good budget and financial decisions. Local government is more complex today and there are more opportunities for poor judgement, conflicts of interest, embezzlement and fraud. The best antidote is an informed constituency that insists on good government and accountability. Community members, homeowners groups, business people, unions, service organizations, public watchdogs and newspaper reporters who want to assess their local elected officials' performance will find this book invaluable. Each chapter begins with a real life story such as the city manager who used the city's credit card to go on an lavish shopping spree, the city that used debt to mask it's huge deficit or the school superintendent who sacrificed the district's solvency to create an award winning curriculum. Vignettes from over 77 different local governments across the country are used to buttress the suggested tips and techniques.
Customer Reviews:
An excellent budget, financial and treasury primer........1999-03-18
As an elected Treasurer and local government finance director for the past several years, I found this book to be an excellent primer for all elected and appointed officials. The practical advice offered by Mr. Wood is based on his experience and input from his peers and is extremely valuable. The book is written in a very informal and concise way and should be required reading for all elected officials. In fact, I gave this book to each City Council member and they have all indicated that this book provided excellent financial advice.
Excellent reading for the Government Watchdog.......1998-09-30
Len Wood presents Dollars and Sense in a practical manner enabling readers to absorb its content. A must read book for those that "watch" their local governments, school districts and elected officials. Written for fast reading, yet covers the subject matter extensively. If you want to be certain your local government is working at its fullest potential, Dollars & Sense can be a great help to you.
Great book for people interested in local government........1998-06-14
What a delightful book. The author has presented his subject in an understandable and capitivating manner. He does this by using lots of real life vignettes to make his points. People who want to know what their local officials should and should not be doing will want to read this book.
A Guide for Achieving Job Longevity in the Public Sector.......1998-05-06
Here is a "no holds barred" approach to describing "real life" shortcomings in handling public finances, and then providing tips to local government policy makers and managers on how to avoid a similiar circumstance.
Len Wood writes from first hand knowledge and experience. He describes the situation; outlines the facts; details the results; and provides the reader with suggestions to lessen financial risk and/or failure in the expenditure of public funds.
While the author's primary target is the newly elected official, the importance of this work to experienced elected and appointed public officals cannot be overstated. No one who has worked in the public sector can peruse this book without saying, "There, but for the grace of God, go I!"

Book Description
You are a good person. You are one of the 84 million Americans who volunteer with a charity. You are part of a national donor pool that contributes nearly $200 billion to good causes every year. But you wonder: Why don't your efforts seem to make a difference?
Fifteen years ago, Robert Egger asked himself this same question as he reluctantly climbed aboard a food service truck for a night of volunteering to help serve meals to the homeless. He wondered why there were still people waiting in line for soup in this day and age. Where were the drug counselors, the job trainers, and the support team to help these men and women get off the streets? Why were volunteers buying supplies from grocery stores when restaurants were throwing away unused fresh food every night? Why had politicians, citizens, and local businesses allowed charity to become an end in itself? Why wasn't there an efficient way to solve the problem?
Robert knew there had to be a better way. In 1989, he started the D.C. Central Kitchen by collecting unused food from local restaurants, caterers, and hotels and bringing it back to a central location where hot, nutritious meals were prepared and distributed to agencies around the city. Since then, the D.C. Central Kitchen has been named one of President Bush Sr.'s Thousand Points of Light and has become one of the most respected and emulated nonprofit agencies in the world, producing and distributing more than 4,000 meals a day. Its highly successful 12-week job-training program equips former homeless transients and drug addicts with culinary and life skills to gain employment in the restaurant business.
In Begging for Change, Robert Egger looks back on his experience and exposes the startling lack of logic, waste, and ineffectiveness he has encountered during his years in the nonprofit sector, and calls for reform of this $800 billion industry from the inside out. In his entertaining and inimitable way, he weaves stories from his days in music, when he encountered legends such as Sarah Vaughan, Mel Torme, and Iggy Pop, together with stories from his experiences in the hunger movement -- and recently as volunteer interim director to help clean up the beleaguered United Way National Capital Area. He asks for nonprofits to be more innovative and results-driven, for corporate and nonprofit leaders to be more focused and responsible, and for citizens who contribute their time and money to be smarter and more demanding of nonprofits and what they provide in return. Robert's appeal to common sense will resonate with readers who are tired of hearing the same nonprofit fund-raising appeals and pity-based messages. Instead of asking the "who" and "what" of giving, he leads the way in asking the "how" and "why" in order to move beyond our 19th-century concept of charity, and usher in a 21st-century model of change and reform for nonprofits.
Enlightening and provocative, engaging and moving, this book is essential reading for nonprofit managers, corporate leaders, and, most of all, any citizen who has ever cared enough to give of themselves to a worthy cause.
Customer Reviews:
Good Background and Ideas!.......2006-03-16
Eighty-four Americans volunteer with a charity, and $200 billion is contributed every year. "Begging for Change" summarizes Robert Egger looking back on his experiences (first running successful night clubs, then a non-profit kitchen and training program) and offering his critique of the $800 billion non-profit world in general.
A key Egger point is that non-profits need to ask: "Are you perpetuating a cycle of need and dependency?" Today charity is governed by innumerable individuals and their egos, many of which are "business-as-usual" career do-gooders who've never run their own company. Many duplicate each others' services and fight each other for funding. They talk of how many were fed or sheltered, but not about how many got out of dependency.
There now are more than 1.5 million non-profits, and their latest evolution is to "realize" that they have to pay those at the top well to attract good people. Thus, in D.C. there are about 25,000 non-profits, requiring over $1.5 billion just for CEO and executive director salaries! Yet, over 70% have revenues less than $500,000/year, and neither government nor Adam Smith's "Invisible Hand" act to make those that are ineffective go away. Many should.
In addition, there is the needless complexity added by multiple funding sources and their frequent "strings." One non-profit gets its $20 million from 161 sources - think of all the attention required to mind all those masters!
Egger started a training program for cooks, food-handlers, and servers - thus, both offering them a "hand-up" (instead of just a "hand-out") and substantially reducing the need for full-time assistants. Many fail, but many more succeed; even a substantial number of those that fail initially (drug tests, absences) reform, come back, and later complete the program.
Another important Egger point is that companies interested in helping the poor should first focus on paying their own employees well enough so that they can succeed, rather than paying them so little that they cannot succeed and then wondering how to help others that are downtrodden.
Another Egger innovation was to realize that local catering services were always being leaned on by non-profits to provide deeply discounted services. Egger offered to take that business over with his staff in training - and thus relieved them of a burden while providing his trainees with an important opportunity to demonstrate their talents first-hand to society's higher-ups. He also briefly illustrates examples where organizations provide for-profit services while focusing on hiring those with checkered or limited backgrounds.
Egger points out that the aging Baby Boom will soon provide a test of our social services as they move into old age and increasingly require more services.
Finally, Egger suggests that "more" is not always "better." For example, if his organization held a fund-raiser to renovate or acquire new facilities, that would deplete resources available in the community for other needy organizations.
Egger's examples of systems thinking and sacrifice by those at the top (Egger took only a $50,000 salary while heading the D.C. United Fund) should be taken to heart by all non-profits (especially the Red Cross) and the government (with its many overlapping and conflicting programs).
No idea what he's talking about .......2006-01-25
Egger dismisses the work of fundraising revolutionaries like Dan Pallotta without really understanding what Pallotta was about. With Egger's "vision" non-profits would stay small, pay their workers miserly wages, and the next generation of fundraisers would be wise to look for better paying work. Pathetic lack of fundraising innovation.
Intelligent, inspiring, and practical.......2005-12-11
As a person inexperienced with community foundations or nonprofit organizations and now on a foundation committee, I found Mr. Egger's book to be colorful, amusing, down to earth and imminently practical. To think that someone in the seemingly shallow entertainment business could turn around and use his knowledge to change nonprofits and foundations into dynamic enterprises with enthusiastic participants at all levels is exremely inspiring.
Chock full of facts and logic.......2005-12-01
Egger's book is an excellent combination of facts, cause-effect logic and practical suggestions on how to make charity much more life-changing for the recipients. As a Hurricane Katrina victim, I know first hand how little meaningful help comes from big not-for-profits and government. The system is crying for reform. Eggers has an approach that works better than many current ones. People in positions of authority need to listen and change behaviors.
Brown, Dartmouth to Cease Operations in Ivy Streamlining Move.......2005-09-21
Ivy league schools Brown University in Providence, Rhode Island and Dartmouth University in Hannover, New Hampshire, have separately announced that they are ceasing operations.
Both decisions are said to be in response to a new book by Robbie Eager, former interim director of the United Way of the National Capital Area.
The book, Begging for Change (HarperCollins), is currently garnering rave reviews from sources as disparate as USA Today and Oprah Winfrey.
One of the Eager's principal observations is that there are far too many nonprofits offering duplicate services, which prompted leaders at both schools to take this unprecedented step. 'This book was a real 'aha' moment for me,' reflects Dartmouth board chair Susan Dentzer, who is also correspondent for the Jim Lehrer NewsHour on PBS.
'I interviewed Eager about his book and when he mentioned that probably 25% of nonprofits were unnecessary I was, like, of course! Why didn't I see it? Who are we trying to kid with eight Ivy League schools? It's not really about 335 years of academic excellence any more, it's just an ego trip!'
Dentzer points out that New England has more than its share of Ivy League schools and that the pruning here was long overdue. Events fell into place quickly.
Dentzer called Dartmouth President James Wright, who immediately bought into the concept. Says Wright, 'The amazing thing was when I called Ruth [Brown University President Ruth J. Simmons] to tell her, she had already read the book and was thinking the same thing. Synchronicity!' Simmons had brought her own thoughtful consideration of urban transformation to the decision to throw in the towel.
'Now that Providence has become established in the industry as a prime location for shooting major motion pictures such as There's Something About Mary and other Farrelly Brothers films, its days as an academic center are numbered. With emerging 24/7 broadband entertainment options right around the corner, it's really time to move on.'
One immediate result will be to change the traditional match-ups that cap the Ivy League football season. 'Princeton-Columbia carries much more marketing potential than Princeton-Dartmouth or Columbia-Brown, especially in New York' says Carm Cozza, former Yale head coach who is now heading up fund-raising efforts to restore the Yale Bowl.
'Ivy football is already looking at tie-ins with the Macy's Thanksgiving Day Parade to p ut Thanksgiving on the map from a sports media standpoint, right up there with New Year's Day.'
To deal with the shortened Ivy schedule, the remaining schools plan to host matches between other, non Ivy schools, to the delight of current students. 'Next year we're going to see Notre Dame vs. Penn State at Harvard Stadium rather than Harvard vs. Brown. How cool is that?' gushes Harvard Junior LilithJason Nguyen-O'Malley.
'It's just another example of the outside-the-box thinking engendered by Eager's thin volume,' observes Wright.
'Who would have guessed that his prior life of managing bars and promoting punk rock concerts would lead to such laser sharp insights to correct the failings of our tradition-bound nonprofits?'
The Brown and Dartmouth combined endowments of approximately $7 billion are being transferred to a newly formed Chinese foundation. 'The focus of the new foundation will be to address the emerging hunger problems caused by the graying of the baby-boom generation,' says Simmons, another point raised by Eager's book, and supported by the same thin statistical calculations; but who needs those when you have have the right mojo?
'We see this as more compatible with our charitable mission. It's like the proverb: Give a man a fish and he eats for a day. Teach a man to fish and the teacher eats all semester.' Details about the Chinese foundation, to be called the Brownmouth Qing Jiang Trust, were not immediately available.
Under China's newly enacted Charitable Transparency Act, charitable foundation records are made fully available to the public after 1,000 years.

Very good book for novice investors.......2002-03-27
While some of the information in this book is outdated, it gives the new investor some good knowledge to build on.
A Must for Anyone and race should not matter.......2001-07-19
I read this book about three years ago when I was deeply in debt always borrowing from one credit card to pay another credit card. After reading this book I stopped making Tommy Hilfiger, Perry Ellis and Ralph Lauren so rich and started paying myself and it has paid off in ways I could not imagine. I don't have ten credit cards anymore and I don't bounce checks anymore either, but instead I am reading Black Enterprise and the Wall Street Journal looking for the best investment opportunities.
Required Reading.......2000-12-28
This book should be read by every african-american. While I was reading I thought she was talking about me. We seem to spend more money on unnecessary things and worry and complain about how we are going to pay those high interest credit cards. I now look at life and living a whole lot different. I have passed the book on to other family members in hopes that it changes their lives like it has changed mine.

This is great! And...I got it really fast!
Not as helpful as the bridal bargain book.......2007-05-19
I had bought this planning book because I really like the the other book Bridal Bargains written by the same author Denise Fields. I'm in the process of planning of my wedding, and so far the only part that helped me was the first one or two chapters on setting a wedding budget. The rest I thought was too general. I was able to find most of the same or more information from surfing the web. Again, for a much better buy, get the Bridal Bargains book instead.
bridal bargain planner.......2007-05-14
I enjoyed looking through this wedding planner workbook, designed to go with the book of the similar name. It has additional hints and tips not in the book, and plenty of places to write down lists of things that are important to weddings. I bought it for my 25 year old daughter who loves to organize and plan things - especially for her own wedding - and a person like her will use it. If you are not a "write down" planner type of person, maybe just the book would be enough.
WONDERFUL!!!.......2007-02-07
this is an excellent planner. it has everything i would have expected from a wedding planning guide and then some. i would reccomend this for anyone because it really has something for everyone.

Book Description
Brother and Sister Bear know some things about money. They know that money can be used to buy things like baseball cards, ice cream, candy, and balloons. What they don't know is how to manage their allowances.
Then Mama comes up with a terrific idea to help them learn the value of money and how to save it -- a checkbook! A series of tear-out checks is included in the book so that kids can use them at home just like the cubs do in Bear Country.

Not a bad idea!.......2005-12-30
This book shows that brother and sister have no idea on how to save their money. Mama and Papa try just giving them their allowances to see how they would spend it instead of them just asking Papa for money all the time. Well, they gave it to them at the beginning of the week, at which time the cubs would make a mad dash to the store and spend the whole thing. They did that week after week until they decided that they needed more. So, Papa and Mama do increase their allowances, but instead of them running off and spending it, Mama gives them a checkbook which shows how much money they have. When they want something, they writea check for cash for Mama to cash and voila! They can buy their item.
What this book teaches is how to manage the money and actually see where it goes. I'm not sure the checkbook idea is a fantastic one, maybe more of a ledger system without the checks included would be better. Perhaps Mama should just keep their money in a type of bank and when the cubs want something, they could tell her how much it cost and actually see what they have left in their "accounts." That way, it's treated like a savings account instead of just a cash account. The main goal should be to teach kids to save their money, not spend it. But then that's another story...
I'm not sure that I really recommend this book or not. It's not a favorite in this house because it is quite "blah." It doesn't really enforce the money issue is a direct way, or so I think, but it is quite amusing to see the cubs' faces when they get their money for the week!
How to use a checkbook?.......2002-07-01
Stan and Jan should have left the topic of money management alone, especially considering they seem to have covered the subject quite well in the classic "Trouble With Money," published in 1983. Basically, this book tries to teach young children how to manage their money through the use of a checkbook and even includes sample checks for kids to write. Not a bad idea, I suppose, until you consider the fact that the kids who read this book are in first and second grade. Does that mean that we will be giving third and fourth graders credit cards in the near future? I hope not. To avoid any further cynicism, though, I urge parents to preview this book before purchasing, because it may not be what you first expect. The manuscript and drawings in "Dollars and Sense" are also decidedly second-rate. Instead, I highly recommend "The Berenstain Bears' Trouble with Money," for it is not only more sound and appropriate advice for the age level, but the the story and illustrations are also much more inspired.
I though this book was ok........2001-12-18
This was alright I though it shows the truth about money. But i think it would be better for the younger group of kids, like 3-5 year olds.
